Editing keyframes sometimes affecting unselected bones

Having a weird issue.
I have a bone or two selected. I then edit some keyframes, for eg, keying, copy/paste move or delete. Then I find some other bones that weren't selected also got edited in the same way.

Also might be related. If I select a bone with no keyframes, It will show the keyframes for all bones.

Do you have steps so I can reproduce the first issue? Recently a change was made to clear the dopesheet selection when selecting different bones, this might fix it.

For the second issue, this was changed because people were getting confused why the dopesheet was empty. I figured showing an empty dopesheet wasn't all that useful anyway.
