Guess it depends on the animator, if your art is ready to be animated or needs to be rigged in Spine, etc.
We are using Spine to create animation, I can share with you the cost we're applying on for animation. A general 4 legged creature walk cycle is about 98$, 2 legged 80$ based on our man/day rate structure.

That seems quite high. Do you really mean one walk animation or a whole set of animations for that creature? What country are you from? Do you have an example what type of result do you price for that $80-98 range?
I agree this cost. For proffesional animators its not many.

Keep in mind that the art needs to be properly prepared to make rigging so easy. The video skips the boring posing for all the frames, so don't get the idea that it's a 15 minute job. Also, the run animation looks ok at the end of the video, but would need additional work for secondary motion and refining the movements before considering it done. It likely takes a few hours at best.
$80 for a full animation is actually quite cheap, but it's better to calculate the time spent instead of what the task is I think. Some characters are easy and fast to animate while others aren't. A single animation in some cases can take a full day of work and often slight tweaking is needed when it is put in game.
Also consider the quality of the animations you get. A junior animator is not paid as much as a senior animator.
