Is there a way that the Mac Installer could streamline the installation of XQuartz for OSX 10.9 users?

You can run Spine two ways: "Spine.app" or "Spine (system Java).app". When using system Java there is no requirement to install X11. The need to install X11 for OpenJDK is due to Apple not liking Java any more, so unfortunately Apple it to blame for the poor user experience. 🙁
