Thank you for confirming. According to Nate, the texture packer format changed in 4.0, so 3.8 doesn't understand the new format. Your textures seem to be exported by 4.0, so you should use 4.0 to unpack the textures. You can start a specific editor version using the -u parameter. For example, adding -u 4.0.45 will start the editor 4.0.45 and run the script on it. Could you try it?
